About Project Atlas

The Atlas project is in the feasibility phase and has the potential to become a key enabler for large-scale carbon capture and storage (CCS) in Europe. Subject to final investment decision, tentatively in 2027, operations are planned to begin in 2030.

Atlas is a flexible, innovate, scalable and cost-effective CO2 transport and storage (T&S) solution. Our strategic partner, Höegh Evi’s, is responsible for collection and transportation of CO2.

Project Atlas has received the STEP Seal from the European Commission and is also included on their 2025 list of PCI/PMI projects.

Key facts


The Atlas project is part of a flexible, maritime CCS network that transports and permanently stores CO2 in the Atlas saline aquifer on the Norwegian Continental Shelf.

 
Captured CO2 from industrial emitters in Europe is processed and aggregated at Höegh Evi’s operated floating collection storage and offloading (FCSO) terminals before transported by large Low Pressure (LP) CO2 carriers to the storage site in the North Sea. 


At the EXL011 Atlas site, operated by Aker BP (80% Aker BP, 20% ORLEN Upstream Norway), CO2 is offloaded into subsea infrastructure and injected into a high-quality saline aquifer for safe and permanent storage more than 2,000 meters below the seabed.

 
By linking industrial emitters directly to CO2 storage via maritime solutions, Atlas eliminates the need for new onshore facilities and cross-border pipelines, providing a faster and more cost-effective solution for CCS deployment across industrial clusters in Europe.


In its initial phase, the Atlas reservoir can store up to 6 million tonnes of CO2 per year, with potential for further expansion. 


By combining large floating terminals, large CO2 transportation vessels, minimum offshore infrastructure and high injection rates into reservoirs for permanent storage, Project Atlas is leveraging economics of scale to deliver a T&S service to emitters at an attractive price.
